WESTERN OUTPOST: WHY TERNOPIL REGION HAS BECOME A HUB FOR THE CONSTRUCTION OF NEW GRAIN STORAGES

In 2023–2026, the Ternopil region has become one of the most dynamic centers for the development of grain storage infrastructure in Ukraine. While before the full-scale war the region remained primarily agricultural but infrastructurally underestimated, today it is shaping a new logistics model for Ukrainian exports. According to expert estimates, over the past two years the region’s grain storage capacity has increased significantly, and the number of newly built and modernized storages has exceeded previous figures. Farmers are increasingly investing in their own storage, transforming the region’s economic landscape.

Geography became the key factor. The Ternopil region found itself at the center of Ukraine’s new grain corridor, bordering several regions in the western and central parts of the country and having access to railway routes toward EU borders, Danube ports, and European logistics hubs. After maritime logistics were restricted in 2022, the regions capable of quickly forming rail shipments of grain gained a strategic advantage.

The security factor also played an important role. The distance from the front line created the so-called LIFT effect – an inflow of investments into more stable regions. Investors are increasingly evaluating not only crop yields, but also the stability of energy supply, the predictability of logistics, and long-term operational risks. A grain storage is an investment for decades, which is why the geography of safety has become a key argument.

Until 2022, the region had high gross grain harvests but faced a shortage of grain storages. The harvest was quickly exported, leading to seasonal price drops and farmers’ dependence on traders. In the context of complicated export logistics, agricultural producers were forced to rethink their operating model: storage became a tool for financial stability and market flexibility. In 2025, this infrastructure gap began to close rapidly.

The structure of investors has also changed. While grain storages were previously built mainly by large agricultural holdings, today medium-sized farming enterprises are actively joining the investment process. Their own storage capacities allow them to control the timing of grain sales, reduce logistics costs, increase land capitalization, and generate additional income from storage services.

At the same time, a “dry port” effect is emerging. Ternopil is gradually transforming into an inland logistics hub where grain batches are accumulated, processed, and formed into full railway shipments to European markets. New storages are already being designed as elements of export infrastructure rather than local storage units.

The combination of logistical, security, and economic factors has turned the Ternopil region into a western outpost for the development of agricultural infrastructure, while the transformation of Ukraine’s grain logistics is increasingly dependent on the speed of infrastructure project implementation.
